There are four Weapon Rarities in Call of Duty: Black Ops 6.
Upgrading the weapon's rarity from Tier 2 to Tier 5 increases its base damage only.
Another option to improve the weapon damage and increase its base magazine size is to upgrade the firearm at the Pack-a-Punch station. However, this device requires Essence currency instead of Salvage.

You can upgrade your existing weapon's rarity by interacting with an Arsenal Machine by using the Salvage currency.
Another option to carry a higher damaging weapon is to buy a higher-rarity weapon from the Wall Buy.
